Anyone living or that has a housing address in Wilayah Persekutuan Kuala Lumpur and that owns a pet dog are allowed to apply.
1. Owning dogs in a household such as a Bungalow / Terrace/ Factory
- Fill the application form online
- Application will be granted or rejected automatically. If application is granted, print the bill
- Payment can be made at any DBKL branches/counters
- Receive the dog badge and receipt of the payment made.
* If an application has been rejected, the applicant may appeal. The appeal will be processed within 14 working days
2. Owning dogs in Apartments / Town Houses/ Multi level building
- Fill the application online. The application requires a consent letter such as the ‘Surat Kebenaran Memelihara Anjing’ from the Joint Body Management (JMB) or the Management Corporation (MC).
- The application will be processed by The ‘Jabatan kesihatan dan Alam Sekitar’ within 14 working days.
- If application is granted, print the bill
- Payment can be made at any DBKL branches/ counters.
- Receive the dog badge and receipt of the payment made.
* If an application has been rejected, the applicant may appeal. The appeal will be processed within 14 working days.

1. In a household such as a Bungalow / Terrace/ Factory
- Area that is less than 300 square meters (3229.2 square feet)- 1 dog only
- Area that is more than 300 square meters (3229.2 square feet)- Not more than 2 dogs
* If an application has been rejected, the applicant may appeal. The appeal will be processed within 14 working days.
2. In Apartments/ Town Houses/ Condominiums/ Multi level Buildings
The Mayor of Kuala Lumpur is permitted to keep a small dog, cared for or maintained in a flat.
Each dog license is worth RM10 only, and is applicable to one dog only for a duration of one year. If the dog owner has more than one dog, the dog owner must pay for all the licenses for all the dogs he/she owns.

Yes, you may appeal through the System for the Management of Dog Licenses. An appeal may only be done once for each application.
No. You may NOT keep or own the PROHIBITED dogs as stated below :
- Pit Bull Terrier/ Pit Bull/ American Pit Bull/ American Pit Bull Terrier/ American Staffordshire Terrier/ Staffordshire Bull Terrier
- American Bull Dog
- Neopolitan Mastiff
- Japanese Tosa
- Akita
- Dogo Argentino
- Fila Braziliero
No. No individual is allowed to keep, care for, maintain or protect any type/ breed of dog unless a proper dog license is obtained for that particular dog.
No. The dog must constantly be under the supervision of the dog owner at all times.
